Basement Wall Water Build up in Saint Benedict, OR

This is a video of a customer's basement wall that was painted with Drylock paint. They were adamant that the cold joint leaked, but the wall NEVER leaked. So our inspector pressed a spot where the paint was bubbled up and this happened.
